Mr Charles Habonimana is the Managing Director of Rwanda Airports Company – RAC since June 25th 2020. he is the Board Member and Member of the Executive Committee of ACI Africa for 2023-2025. he is also the Board and Executive Committee Member of UGAACO(Union of West and Central Africa Airports Managers).
Ms. Eva NISHIMWE
Deputy Managing Director
Ms. Eva Nishimwe is the Deputy Managing Director of Rwanda Airports Company – RAC since October 1st, 2024. She joined RAC after 6 years at RAC’s holding company Aviation Travel and Logistics (ATL) where she was a Senior Aeronautical Engineer, managing the design and construction of Rwanda’s new international airport in Bugesera District as well as supporting ATL subsidiaries’ operations.
She holds a bachelor’s degree in Aeronautical Engineering Technology from Purdue University in the United States.
Director of Safety and Quality
Mr. Eustache KARAGIRE
Mr. Eustache Karagire is currently the Director Air Navigation Services at the Rwanda Airports Company since April 2012 with over 15 years of accumulative experience in Information Technology and Telecommunication engineering. He has a degree in Information Technology Engineering.
The Directorate manages, co-ordinates and directs all the functions of the Air Navigation Services which include but not limited to the airspace management, air traffic management, communications, navigation and surveillance, aeronautical information services, procedures for air navigation services, cartography within Rwanda airspace for manned and unmanned aircraft movement.
Hands-on experience in the fields of information technology and electronics, main roles and achievements are modernizing and automating Air Navigation Services such as air traffic management for manned and unmanned aircrafts, aeronautical meteorology and aeronautical information services by ensuring that the appropriate air navigation services for aircrafts in flight are provided in accordance with national Regulations and ICAO Standards and Recommended Practices.
He has played many roles in the Region such involvement in airspace initiatives in COMESA Region held position of Assistant Project Coordinator of COMESA Airspace Integration Initiative which was concluded in June 2019 with a Regulatory, Institution and technical framework basis on which a Seamless Regional Airspace can be established.
Director of Finance
Mr. Daniel KATABARWA
Mr. Katabarwa Daniel is our vibrant Director of Finance with over 13-years of experience in financial management, financial statements audit and advisory services, 10 of which have been at senior level positions. Since 2022, Mr Daniel Katabarwa is serving as Vice President of Economics Committee -Airport Council International (ACI) –Africa and a permanent member of ACI World Economics Standing Committee representing Africa Region. He is an Executive Committee member of Rwanda Cycling Federation in charge of treasury since 2023.
Prior to joining Rwanda Airports Company Ltd, He worked as a Finance Expert at Rwanda Civil Aviation Authority. He also worked as a Senior Auditor at KPMG Rwanda from 2010-2016.
He holds Bachelor of Business Administration in Accounting from Makerere University, Kampala -Uganda, IPSAS - International Public Sector Accounting Standards (ACCA) and Finalist Certified Public Accountant (KASNEB- Kenya).
Director of Human Resources & Administration
Mr. Emmanuel TWAHIRWA
Emmanuel Twahirwa is the Director of Human Resources and Administration at Rwanda Airports Company Ltd (RAC) since 2019. Emmanuel joined RAC with about 12 years of work experience from public service and academics. Prior to this, he was the Director of Human Resources and Administration at Rwanda Housing Authority (RHA).
Before joining RHA, he was the Human Resource Manager at Rwanda Agriculture Board. He had also previously worked as Human Resource Officer at Rwanda Agriculture Development Authority (RADA).
Since 2009, Emmanuel also served as part time/visiting lecturer and trainer in different teaching and training institutions including Rwanda Management Institute among others.
During his tenure at RAC, he has been a strategic advisor to the business in human resource and administration, contributing to the growth of the institution.
Emmanuel holds a Bachelor’s degree in Public Administration and a Master’s Degree in Development Administration and Management both from Kampala International University.
Director of Airport Infrastructure
Mr. Kamana KAMANZI
Kamana Kamanzi has been the Director of the Engineering and Maintenance Department since 2019, in charge of planning new development projects and maintenance of all Rwandan airports’ infrastructure, advising on new airports constructions ensuring their compliance with national and international safety and security standards.
He has a degree in civil engineering with 24 years of experience in airports. Previously, he served as the Head of Engineering for the Rwanda Civil Aviation Authority/Rwanda Airports Company, where he held the position of Project Manager for airport master planning, construction, rehabilitation or expansion of runways, aprons, taxiways, and the construction or expansion of buildings of all Rwandan airports.
He has also been working for Airports Council International World (ACI) as Airfield Ground Aids (AGA) Expert for the APEX Safety Review Assessment of Maputo International Airport, Bouaké International Airport, and Felix Houphouët-Boigny International Airport.
Director of Legal & Company Secretary
Mr. Amos KIIZA
Amos KIIZA is the Director of Legal & Company Secretary. He joined Rwanda Airports Company in 2019 with a wealth of progressive knowledge and legal experience of over fourteen years in various positions in public entities. Before that, he worked as a Legal Advisor at the Ministry of Infrastructure (MININFRA) and as a Legal Specialist at the Rwanda Education Board respectively. Amos holds a Bachelor of Laws Degree (LLB) and a Master of Laws degree (LLM) from the University of Dar es Salaam School of Law. He holds a Post-Graduate Diploma in Legislative Drafting from the Institute of Legal Practice and Development (ILPD). He holds a Post-Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD). He is a certified Company Secretary by the Kenya Accountants and Secretaries Examination Board (KASNEB). He is also a Chartered Risk Analyst (CRA®) and a fellow of the Global Academy of Finance and Management (FGAFM)-USA and a certified Corporate Director (Master class for Directors) by the Institute of Directors of India. He holds other various certificates which include a certificate in Contract drafting, negotiation, and Management, a Certificate in International Taxation and Insurance, a Certificate in International Business Transactions and Negotiations obtained from Nairobi-Kenya, a Certificate in Leadership skills, Peacebuilding and Conflict Resolution obtained from Uganda, Certificate in International Arbitration (counsel skills-based training course) awarded by the University of London and a Human Rights certificate awarded by the African Court of Human and People’s Rights in Arusha-Tanzania. He has a strong background and experience in legal research and drafting with a major focus on Infrastructure laws (Aviation, Energy, and Transport laws). He is further skilled in corporate laws, financial laws, contract law, labour law, corporate governance as well as financial markets (capital markets, securities, and stock exchange).

Emmanuel Gacinya is Director of Airports Operations under management of Rwanda Airports Company, has 18 years of experience in Airports Management. He ensures the safe, efficient and smooth functioning of daily airports operations. He leads operations teams, enforce regulatory compliance, enhance customer satisfaction and optimize resources to increase profitability. He also strengthens stakeholders’ coordination, improve safety and security standards and support long-term strategic growth and environmental sustainability goals.
Mr Emmanuel Gacinya served as Vice President of Security Committee -Airport Council International (ACI) –Africa and he was previously Head Operations at KIA where he developed and implemented crisis & operations management plans. In addition, he oversees airport operations coordination, airport development, airport compliance with International & National standards. The aforementioned application of industry leading standards resulted in KIA being presented the prestigious Airport Excellence in Safety award from Airports Council International (ACI-APEX).
Mr Emmanuel Gacinya also served as In Charge of Airside Operations for Kigali International Airport tasked with providing a safe operational environment for aircraft, equipment and personnel.
Mr Emmanuel Gacinya has Bachelor’s Degree in Law from Independent Institute of Lay Adventists of Kigali (INILAK) and has various certificates in Aviation (Airport operations, safety, Aviation security, crisis management, aircraft recovery, non-aeronautic revenues, Quality Management System and others) obtained from different aviation training schools.
Acting Director of ICT, Research & Innovation
Mr. Francis RUGEMA
Francis Rugema serves as the Acting Director of ICT, Research & Innovation at the Rwanda Airports Company (RAC). He provides strategic leadership in designing, delivering, and governing a resilient, secure, and innovation-driven information and communications technology environment across all RAC-operated airports.
With over 20 years of progressive experience in information technology and enterprise systems, Francis has developed a distinguished career that includes corporate IT leadership, airport systems, and large-scale digital infrastructure. At RAC, he is responsible for developing and implementing ICT and innovation strategies, overseeing enterprise applications, core infrastructure, communications systems, cybersecurity, and end-user services, while ensuring alignment with RAC’s operational, regulatory, and strategic goals.
Francis leads multidisciplinary teams supporting vital airport operations, business systems, data platforms, and information security, and plays a key role in RAC’s digital transformation efforts, including research, innovation projects, and the adoption of new technologies to improve efficiency, safety, and service delivery.
Before joining RAC, Francis was the Head of Airport Terminal Systems Management at the Rwanda Civil Aviation Authority (RCAA), where he oversaw the implementation and management of airport terminal systems and helped execute the Authority’s ICT strategy in a highly regulated aviation environment.
Francis holds a Bachelor of Science in Information Technology from Mount Kenya University and a Postgraduate Diploma in Advanced Computer Studies from the Kigali Institute of Science and Technology (KIST). He also holds several professional IT certifications and continues to participate in research and innovation projects within the ICT field.
Manager Logistics
Mr. Serge RWANTELI
Serge Rwanteli is the Manager of the Logistics Unit at Rwanda Airports Company (RAC), overseeing inventory, transport, fleet operations, and other logistics functions. With experience in air navigation services and airport operations since 2011, Serge also has a background in project management. He holds a Bachelor’s degree in Applied Mathematics from the University of Rwanda, specializing in Dynamical Systems.

Mrs.Pauline UWINEZA
Pauline Uwineza has been the Manager of Business Development and Marketing at Rwanda Airports Company since November 29, 2024. She oversees airport business growth, route development, and commercial marketing. With nearly a decade in banking, she has expertise in retail banking, finance business partnering, and product performance analytics. Pauline holds a Bachelor's in Business Administration and Finance, an MBA from Adventist University of Central Africa, and is a certified Professional Banker through the Rwanda Bankers Association.
Senior Manager Kigali International Airport
Mr. David NIYONZIZA
David Niyonziza, EMBA, IAP, is the Manager of Kigali International Airport with over a decade of experience in airline and airport management, operational efficiency, and aviation fuel management. He holds a Master’s degree in Airline and Airport Management, a Bachelor’s degree in Computer Applications, and the prestigious International Airport Professional (IAP) designation.
David has contributed to global aviation initiatives through active roles in key Airport Council International (ACI) working groups. Starting his career in aviation fuel management, he later advanced to roles including Operations Officer, Terminal Operations Coordinator, and Advisor to the Managing Director at Rwanda Airports Company. His expertise drives innovation, safety, and efficiency in airport operations.
